NOTE TÔ Ngoc Vân is one of the leading figures of the first generation of contemporary Vietnamese painters. He is a graduate of the second class of the École supérieure des Beaux-Arts de l'Indochine (1926-1931).
He became a professor at the École supérieure des Beaux-Arts de l'Indochine from 1939 to 1945, then director of this school and executive member of the Union des Lettres et des Arts du Vietnam from 1950 to 1953.
He has the merit of having applied the western technique of oil painting in Vietnam. The Vietnamese owe him a lot in the field of culture and training of young painters.
His paintings, sought after by collectors, hold an exceptional place in the Vietnam Fine Arts Museum.
